Daryle Hatley Talent Management Officer | Workforce Developer | Construction Educator | Legal & Business Strategist

I am a highly accomplished Talent Management Officer with more than 30 years of

cross-industry experience in construction development, legal document preparation, workforce

training, business consulting, and organizational leadership. My career has been built on strong

communication skills, resourceful problem-solving, and the ability to connect with people at

every level. I bring a unique blend of technical expertise, legal knowledge, and business strategy

to talent development and workforce advancement.

My background spans construction development, residential rehab, weatherization, legal writing,

regulatory compliance, economic analysis, marketing strategy, and team leadership. I have

prepared a wide range of legal documents—including petitions, pleadings, appellate briefs,

contracts, and research reports—and have served as a licensed construction contractor, licensed

teacher, business consultant, insurance agent, and freelance paralegal.

I have extensive experience in grant writing, business planning, financial planning, assessment

reporting, and organizational recommendations, as well as a strong foundation in economics,

accounting, cost-benefit analysis, and strategic decision-making. My work in loan origination

and processing (FHA, VA, conforming, non-conforming, sub-prime, and construction loans) and

my success in sales and marketing across multiple industries further strengthen my ability to

develop people and systems.

Community Impact & Workforce Leadership

To date, I am actively working with multiple nonprofit organizations across the Memphis

community and have established a registered U.S. Department of Labor Apprenticeship and

Pre-Apprenticeship Program designed to train individuals in construction. I currently volunteer

as an instructor at the Memphis Day Reporting Center (TDOC), supporting justice-involved

individuals through hands-on workforce development and mentorship.

I am also a former Memphis-Shelby County Schools teacher, licensed in the State of Tennessee,

and a licensed construction contractor with the State of Tennessee. As an entrepreneur and

educator with multiple degrees, I am committed to expanding opportunities for underserved

populations and strengthening the regional workforce pipeline.
